Turku tramway project approved

On 18 May, the Turku City Council approved the construction of a tramway in Turku. The project will be delivered using an alliance model, with Turun Raitiotie Oy and the City of Turku acting as clients. NRC Group is part of the Turku Tramway Alliance responsible for delivering the project.

Construction is planned in two phases. The first phase, scheduled for 2027–2028, includes preparatory works, development of the public transport corridor, renewal of the Cathedral Bridge, and archaeological excavations. The value of NRC Group’s contract for the first phase is approximately EUR 12 million.

- It is truly great that our expertise and plans convinced the decision-makers and led to a positive outcome. Next, we will move the plans into practice and prepare the detailed construction plans. The first construction phase will begin in front of Turku Cathedral in 2027,” says Kari-Pekka Lumme, Project Manager of the Turku Tramway Alliance at NRC Group.

The second phase includes the actual tramway construction and will begin once state funding has been confirmed in the next MAL agreement negotiations. Tram operations are planned to start in autumn 2033.

The total estimated cost of the project is EUR 465.2 million, of which NRC Group’s share is estimated at approximately EUR 190 million.

Connecting Turku’s growing urban areas

The Turku Tramway Alliance will build a 12-kilometre tram line from the harbour through the city centre and Kupittaa to Varissuo, including 20 stops. The project will connect key urban development areas such as Linnakaupunki, the city centre, and the Science Park.

In addition to the tracks, the project includes extensive street renewal works along the route, including new cycle paths, sidewalks, green infrastructure, municipal engineering systems, and ground reinforcement works.

NRC Group brings extensive experience from major alliance-based rail and urban infrastructure projects across Finland.

NRC Group is currently involved in several major tramway alliance projects in Finland, including the Kruunusillat Tramway Alliance in Helsinki and the Tampere Tramway Pirkkala–Linnainmaa Alliance. Lessons learned from previous tramway projects will also be utilised in the Turku Tramway Alliance.
